Part of our Water Heater Replacement guide.
Short answer: in most Texas cities, yes. Replacing a water heater is regulated plumbing work, and cities generally require a permit and an inspection, even when the new unit goes in the same spot as the old one. In Arlington, the city specifically lists water heater replacement and installation as work that requires a permit.
Here is what that means for you.
A water heater connects to your water supply, and often to gas and a vent that carries exhaust out of the house. A mistake can cause scalding, flooding, a gas leak, or carbon monoxide in the home. The permit and inspection exist to confirm the new unit is installed to current code, including the relief valve and its discharge line, the drain pan where required, expansion control, venting, and gas connections. Our article on Texas water heater code requirements covers those items in detail.
Permits are issued by your city, not the state. Arlington lists "Water Heater replacement/install" as permit-required work in its permitting process guide. Each city adopts its own version of the plumbing code and its own permit process and fees. Arlington issues permits through its Planning and Development Services department and has adopted the 2021 International Plumbing Code, Fuel Gas Code, and Residential Code with local amendments.
If you live outside Arlington, check your own city's building department. The general rule is the same in most North Texas cities, but the details vary.
Texas licenses plumbers through the Texas State Board of Plumbing Examiners (TSBPE). Anyone doing plumbing for others, including installing a water heater, generally must hold a Texas plumbing license.
There is one important exception: state law says a property owner does not need a plumbing license to do plumbing in their own homestead (Texas Occupations Code, Section 1301.051, in the TSBPE Plumbing License Law). That exemption is about licensing only. It does not waive the city's permit, inspection, or code requirements, and it does not cover rental properties or homes you do not live in. Cities handle homeowner permits in different ways, so if you plan to do the work yourself, contact your city's permit office first to ask what they require.
For most homeowners, especially with a gas unit, hiring a licensed plumber is the safer choice. A licensed plumber will typically pull the permit, do the work to code, and schedule the inspection.
Permit fees are set by each city and are part of the cost of the job. Your final price depends on your system and what it needs to meet code. Read our Arlington water heater replacement guide or, if a repair may be enough, our water heater repair in Arlington guide, or see our water heater replacement service page for more on what affects the job.
Do I need a permit to replace a water heater in Arlington, TX? Yes. The City of Arlington lists water heater replacement and installation as work that requires a permit, followed by an inspection.
Can I replace my own water heater in Texas? Texas law lets a property owner do plumbing in their own homestead without a plumbing license. You still need to follow your city's permit, inspection, and code rules, and the exemption does not apply to rentals. Check with your city before starting.
Does replacing a water heater with the same type still need a permit? In most Texas cities, yes. A like-for-like replacement is still regulated plumbing work, and the new unit must meet current code.
Who pulls the permit when I hire a plumber? Typically the plumbing contractor applies for the permit and schedules the inspection as part of the job. Ask your plumber to confirm before work begins.
